The Roman amphitheater was built in 21-20 BC, just after  Syracuse became a Roman colonia in 21 BC. Also built at this time was a public square or forum by the nearby altar of Hieron II, and a monumental arch.

Around the theater was a wall 7 feet high. Beneath the first tier was a vaulted corridor with eight gates opening on the arena, for beasts and gladiators. The two lower tiers on the east side were carved from bedrock.
