This is one of five column bases set up by Diocletian in AD 303, on the 10th anniversary of his founding the Tetrarchy, with 4 co-emperors. The Capitolium is in the background.

The inscription, held by reliefs of two winged victories, reads "Caesarum Decennalia Feliciter," meaning the happy 10th anniversary of the Caesar, Diocletian, who had founded the Tetrarchy of four emperors in AD 293.
